Update release workflow

Problem

There are two scripts in the pipeline, one for release not generation and one to publish the release notes.
These scripts are not testable and hard to maintain.

Solution

Replace these scripts with a unified step that uses a proper GitHub Action https://github.com/lucacome/draft-release
