Escaping the % doesn't help.

AH00526: Syntax error on line N of ...: Error: Rules must have an ID.

Works with modsecurity 2, fails with 3.

Indeed, this demanding a parser change. Scaping won't solve as it is a parser issue. It will be further investigated. Thank you.
