Add Macro Expansion to other actions such as Tag

MODSEC-170: Need to add macro expansion capabilities to other actions such as tag so that we can do things like this:

tag:'http://www.owasp.org/index.php?title=ModSecurity_CRS_RuleID-%{rule.id}

This would place the proper rule id in the tag data (url) when an alert is triggered.
