Empty series with index and "str" dtype is initialized with values "n" instead of NaN #23838

Code Sample, a copy-pastable example if possible

import pandas as pd
pd.Series(index=[0, 1 ,2], dtype="str")

Problem description

The code above yields

0    n
1    n
2    n
dtype: object

in pandas 0.23 (values are the string 'n') but

0    NaN
1    NaN
2    NaN
dtype: object

in pandas 0.22 as I would have expected.
