BLD: add conda.recipe / binstar build

• Anaconda has a conda recipe for pandas, but nice to include this inline
• ideally add a binstar recipe to check builds on linux/windows/mac
• nice little binstar build badges!

will close #7127 (and obviate need for #8630)
