Retry plugin backoff

Would be useful if the retry plugin would backoff before retrying.

Similar to guzzle's retry plugin: https://github.com/guzzle/guzzle/blob/master/src/RetryMiddleware.php. It schedules a delay, that handlers respect: https://github.com/Briareos/guzzle/blob/3de0df38c7265b99fbcaaf4d4552b51106affd9c/src/Handler/CurlMultiHandler.php#L121.

Could be crudely implemented:

            ...

            if ($this->retryStorage[$chainIdentifier] >= $this->retry) {
                unset($this->retryStorage[$chainIdentifier]);

                throw $exception;
            }

            // Backoff
            sleep(2 ** $this->retryStorage[$chainIdentifier]);

            // Increment count
            ++$this->retryStorage[$chainIdentifier];

            // Retry in synchrone
            $promise = $this->handleRequest($request, $next, $first);

            return $promise->wait();
        });
