opcache.jit=function skips arginfo / zpp consistency checks on debug build

Description

#10424 I noticed when I was creating it. If opcache.jit=function, arginfo / zpp consistency checks are skipped on function calls, even in debug builds.

This is probably unintended behavior, but I don't know how to fix it or if it should be fixed...

This is not a bug, but done on purpose - to achieve better performance.
JIT-ed code doesn't have to repeat all the consistency checks of DEBUG build.
