versions with phar
support from source with aarch64-linux-gnu
tool chain, it will be failed:

And the error message is as follows:

I think it should have the way to check whether it's cross compiling mode and it can avoid running the php
binary.
That is, it should skip related phar generating steps when it's the cross compiling mode.
