Update options for php ldap extension

Description

OpenLDAP 2.6 has quite a few more options available than the PHP ldap extension currently supports. In particular, LDAP_OPT_X_TLS_PROTOCOL_TLS1_3 and LDAP_OPT_X_TLS_PROTOCOL_MAX are important for OpenSSL 3.

Should be easy to add. If you'd like, you can give it a shot: the constants for the options are listed in https://github.com/php/php-src/blob/master/ext/ldap/ldap.stub.php
it's a matter of following the pattern of the current constant definitions, guarded by an ifdef to make sure they're only available if openldap actually defines them.
