consider official support for libphp.wasm build

please consider official support for libphp.wasm build for all future versions (if possible). I believe libphp.lib already exists for windows. currently, the wasm build support is unofficially done and is pretty broken. apache httpd now supported loading wasm for serving

Do you mean this: #10457 ? If so, it still needs some work and most likely RFC.
