I watch Filling bugs section in contributing guidelines. But, now filling bugs is GitHub Issues.

Resulted in CONTRIBUTING.md:

Bugs can be filed on the [PHP bug tracker](https://bugs.php.net/).

But I think expected this output instead:

Bugs can be filed on the [GitHub Issues](https://github.com/php/php-src/issues).
