can someone advise how to fix the tests to be working /w MySQL 8.0?

Hm, where does that utf8mb3 come from? Ah, there is a change as of MySQL 8.0.28.

Indeed, I can reproduce the test failures with MySQL 8.0.29, but not with 8.0.26.

@kamil-tekiela found that this is a mysqlnd issue, and as such would need a proper fix.
