This adds the necessary templates and actions for
https://wiki.php.net/rfc/github_issues.

Can we increment the issue counter on GH so any bug # from bugs.php.net is never reused here?

Or even better import all bug from bugs.php.net here under the same bug #.

This will solve "Referencing issues" section from that RFC. And new report on bugs.php.net can always query GH for a new ID ;-)

create issue using GH API and close is immediately if used for bug # for bugs.php.net solely (which should be the case only for security issues, thus this GH issue can be populated with data once the security issue is resolved/to be disclosed)
