The pioarduino extension starts automatically reinstalling when VSCode is launched without the Internet.

In offline mode, when there is no Internet connection on the computer, but all packages were downloaded earlier, when starting VSCode, the pioarduino extension starts downloading and configuring the environment again, while when the Internet is present, it starts and works normally.

There is no such problem in PlatformIO and it works fine offline.
