include geojson files in offline bundle?

It seems like the geojson bundles that the plotly.js choropleth and scattergeo use are being downloaded from the cdn.plot.ly. We should provide an option to load these files locally, for our users that are in completely offline environments.

This should be pretty straightforward: there's a config.topojsonURL option that we can point to the local server, something like /_dash-component-suites/dash_core_components/topojson/*.json if we then include everything in the plotly.js/dist/topojson folder as dynamic: True imports in _js_dist.

I wouldn't be opposed to making that the default behavior in fact - perhaps via a prop Graph.serve_local_topojson that merges ^^ into the config when it's True?
