The stack bar does not drop like the demo in the link. Instead, mine is:

That documentation hasn't been updated in a while. The modern implementation of ggplotly() has taken the stance that we should favor exact ggplot2 replicas on initial load (by default) rather than having the most sensible interactive behavior. Unfortunately, due to the way GeomBar conversion work now, I don't think it will be on the roadmap to get this behavior back. Fortunately, this type of plot isn't that hard to replicate with plot_ly():
