Add USA.gov Directory ID to OMB Bureau code data file

Append to OMB Bureau code data file (i.e.omb_bureau_codes.csv) the directory ID from USA.gov API; This will address the request to do % of Bureau in Dashboard see issue 48 in Dashboard.

Noting that this issue was accidentally filed by OMB Staff under an administrative account. @justgrimes of OMB will work on this issue, as it is related to supporting additional cross-referencing like #531.

There was an update to the dashboard to try to facilitate this. You can get an auto-generated mapping with http://labs.data.gov/dashboard/import/match_bureaus but it will still depend on @justgrimes or some other authoritative source to fill in the gaps and verify accuracy.

The way the script linked above works is this:

It first looks through the canonical bureau code mapping csv file for the listings that have a BureauCode of 00 and then treats these as the parents when searching for all their children. This makes it so that the matching for the children is a little more strict than just matching on the string, it has to match on the string and the parents have to match too. However, if there's a match on the string, but no matching parent was found it will still add it to the csv, but the "parent_match" column will be flagged as "false"

This means that when you're validating that these automated matches are correct, you should pay extra attention to the ones where the parent_match is false and be more confident that the matching is correct where it says true.
