I had a case (in combination with galera though) where mysql didn't restart properly because on first restart, my.cnf didn't contain a correct pidfile setting, and the stop script wasn't able to find the PID to kill (because it grepped my.cnf for the pidfile setting).
In any case, explicit better than implicit here.
