It's necessary to use SET PASSWORD for the [email protected] and root@::1
accounts, the command issued via mysqladmin will not work for these

Guys, sorry for the pull requests spam, had some issues with git on Win8.
I see this Travis build failed as well, likely I haven't completely updated mysql_conf_spec.rb, but other than that the actual updated config.pp works.

After further testing, this is causing unexpected issues related to db privileges, when it really shouldn't. Very weird issue, i'm closing the pull request.
