Add a section in the gallery page for recent notebooks added

This is not a notebook proposal. It just did not really fit in the other categories. I am proposing that on the website in the gallery area (https://www.pymc.io/projects/examples/en/latest/gallery.html) to include at the top a section for recently added notebooks. I think this would be a nice addition to folks that visit the website often.

It kind of already exists, but it isn't really linked to anywhere: https://www.pymc.io/projects/examples/en/latest/blog.html. It is also quite ugly but it is possible to use templates to get something nicer.

I would be happy to guide anyone around this, I already got a custom template working for my personal website: https://oriolabrilpla.cat/en/blog.html. But it is somewhat time intensive and I can't really work on that myself currently.

@OriolAbril I can work on this with you right after I complete #684. I was thinking we could have some sort of rotation system. So that it is not just a list of all the examples in descending created date order, but maybe it only depicts the 10 most recent examples and rotates the oldest notebook out as new examples are added.

They are already sorted from newer to older, so if we limit the number of elements shown to 10 we'll get that behaviour. I am not 100% sure if there is pagination support in ablog, I think so; if there is support then I think ideally we'd get 10 elements per page so when you look at it you only see 10 elements, but f you want you can see older elements (especially for contributors, seeing the oldest ones would be helpful as they are probably the notebooks that need updating the most).
