Add numba overload for `scipy.linalg.svd`

Description

We currently use np.linalg.svd, which doesn't support compute_uv = True, or inplace flags. The relevant LAPACK functions to get full functionality are gesdd and gesvd.

Hey I am working on this issue

I wrote numba overload for scipy.linalg.svd and replaced np.linalg.svd in perform() method of SVD with scipy.linalg.svd

is that fine?

Or am I missing something?

Please open a PR and tag me if you'd like to work on this issue. It's not possible for me to know whether you're doing the right thing without seeing code. You can check this PR for an example of what needs to be done.
