Consider failing tests on xpass

Description

XPASS tests/link/numba/test_basic.py::test_AdvancedIncSubtensor[x2-y2-indices2] Duplicate index handling hasn't been implemented, yet.
XPASS tests/link/numba/test_extra_ops.py::test_Searchsorted[a1-v1-left-None-None] This won't work until https://github.com/numba/numba/pull/7005 is merged

Should we specify

[tool.pytest.ini_options]
xfail_strict=true

to find these right away?

I did some testing and found two things:

1. The tool.pytest in pyproject.toml must be renamed tool.pytest.ini_options to have an effect.
2. xfail_strict doesn't play nicely with tests that are parametrized and only fail for some of the parametrizations. The examples from the description fall into this category..
