Add Python path configuration hints when Django settings/setup fails with ImportError

We could add a link to the documentation and/or a short helpful text on how to fix path issues.

@blueyed do you want to work on this for 3.0? Otherwise I think we should delay this a bit further and try to finish get a 3.0 release out as possible.
