If xnnpack pybinding is passed , relevant cmake args do not get set

🐛 Describe the bug

If cmake is used directly to build ET binary from sources, xnnpack documentation suggests to also turn 'EXECUTORCH_BUILD_EXTENSION_TENSOR' on. See here

TL;DR : ./install_executorch.sh --pybind xnnpack should work as the ET doc suggests
