Cannot create empty object with [@bs.obj]

Currently creating an empty object like
{} [@bs.obj]
throws a syntax error.

The workaround right now is to use
[%bs.raw"{}"] : < >

this is due to ocaml's parser limitation, we can provide a built in value Js.empty_obj instead

This can be done in user land:

external mk : unit -> _ = "" [@@bs.obj]
let u = mk ()

[bobzhang]

empty object is not very useful to be justified to be put in JS module
