Rustup's stable CI is failing due to microsoft/linux-package-repositories#130. When that gets fixed a simple rerun should get the things going again (although I'm not sure exactly when) The aforementioned issue has been resolved, and I've restarted the release process, so I'm marking this PR as ready.
