Merge commits break LLVM CI download #101907

While PRs are not allowed to have merge commits, they can still be useful locally (or for not rewriting history for longer-running branches).

However, they break the commit detection logic for downloading CI artifacts.

Steps to Reproduce

  1. git checkout <old-commit>
  2. git merge --no-ff master
  3. ./x.py build library/std

Expected Result

Builds fine.

help: old builds get deleted after a certain time
help: if trying to compile an old commit of rustc, disable `download-ci-llvm` in config.toml:

[llvm]
download-ci-llvm = false
