run-make: revise rmake.rs setup in compiletest

I've noticed when trying to debug why certain rmake.rs PRs were failing that our rmake.rs setup in compiletest contains "dead" env vars and some other hacks that warrant revisiting for reliability and correctness.

I should revise how rmake.rs tests are setup in compiletest.
