Get rid of perl in in build tree

There are only very tiny Perl scripts required while building rust, functionality which could be easily implemented using python. Reducing one dependency would male live easier especially those on Windows.

LLVM has some Perl scripts too (although, if/when we no longer have any custom LLVM patches this is not a concern).
