Expand rustdoc docs to discuss doc conventions

rustdoc's docs mostly talk about technical topics, but not about how the docs should actually be written. Expand it with material from the old wiki page and updated conventions.

I'm going to close this in favor of #14070 because it has so much more discussion, and they're basically identical.
