html anchor links in docs don't work with &

See http://dl.rust-lang.org/doc/std/arc.html . The links for the impls point to, for example, "#implementation-for--condvar", but the anchor targets are, for example, "#implementation-for-condvar". (Note the double-hyphen where the & used to be (in &Condvar).)
