Tracking issue for x86 bittest intrinsics

This is a tracking issue for the simd_x86_bittest feature gate, tracking the stabilization of the bittest Intel intrinsics - see rust-lang/stdarch#703 .

I think it'd be reasonable to stabilize these at this point.
