Optional lang_items may not work cross crates

@huonw points out that [some code](https://github.com/mozilla/rust/blob/master/src/librustc/middle/lang_items.rs#L97) still assumes all lang items are present. This is only called when dealing with metadata on crates.

I need to figure out if multiple crates with optional lang items works or not.
