LGTM -- cc @SethTisue for a quick check on whether this is dbuild compatible? Something about scalaVersion := crossScalaVersions.value.head triggers my memory, but I'm not sure why.

this appears to be based on what I did in this commit over in the scala-xml repo back in July.

you're right to remember that it caused community build trouble. the issue was scala/community-build#142, fixed in scala/community-build#153

but scala-xml was special because it's a circular dependency of scala; for that reason, they are built together by dbuild's "assemble" build system, and 142 was an issue specifically with that build system.

with scala-partest and scala-partest-interface, there is no circular dependency, so dbuild builds them in the usual way (with the "sbt" build system), and so I don't think 142 will be a problem here.
