Stabilize new lazy vals

Stabilize new implementation of lazy values in 3.3.0. (introduced in #15296)
TODO:

• Remove the -Ylightweight-lazy-vals flag and make the new implementation default.
• Stabilize the methods in runtime.LazyVals (remove @experimental)
• Add flag to allow fallback to the old lazy vals
