Publish new toolkit version with upickle 3->4 upgrade

I heard on Discord that sttp has taken the upickle 4 upgrade, so we ought to be able to go ahead with this? @adpi2

sttp is still in RC, but toolkit has a milestone, so we could have an RC, too (and go to final once we can)

perhaps there are other upgrades we ought to take at the same time

I would rather continue with 0.x as long as sttp is RC, and then directly 1.0.0. Do you think we need a RC?

Sorry, I see now that what I wrote was unclear. By "have an RC", I only meant depend on an sttp RC for now, I didn't mean do an RC ourselves. I agree with you about our own version number.
