Events rejected by server if user not signed in

Steps to reproduce:

1. visit a private instance and try to sign in.
2. open network tab and search for "graphql?logevents"
3. see that all events are blocked

Expected behavior:

events should be loggable without authentication

Just want to note that I think we intentionally don't allow any request to get through the authN check for instances not running in the dotcom mode, just something to keep in mind while fixing this.

I removed the bug label and assigned this as a feature-request. Based on what @unknwon said and the description of the issue, this seems like intentional behavior as of now. Changing it to support events is a good callout, but it's not a bug that would be easily fixable.
