Ping datum: Are executors set up

We want to add a ping datum to track "has a customer instance executors set up", to track adoption better. Currently we can only derive this implicitly from "uses auto indexing" or "uses batch changes". Maybe additional info like "job count" might be interesting, too.

this is pings work, so we should figure out if there's more stuff we want. If so, we can batch them and do the extensive pings dance just once. P2?
