Consider removing plugin management for Maven plugins that Boot no longer uses

spring-boot-dependencies contains plugin management for numerous Maven plugins. We've removed some plugin management over the years but a lot remains. I suspect that much of it is a leftover from when Boot's own build used Maven and it's no longer needed. I think we should remove as much of it as we can.
