Move WebServer-specific properties out of ServerProperties

We'd like to move the WebServer-specific properties out of ServerProperties. For backwards compatibility, the properties themselves should not change but the WebServer-specific inner-classes (that we do not consider to be public API) should become top-level types in a WebServer-specific package.
