Revise configuration for `javadoc` Gradle tasks

While investigating #34763, I noticed that we have some room for improvement in the configuration of the module and global javadoc tasks.

• inconsistent configuration styles
• improper configuration of doclint
• unnecessary suppression of STDOUT and STDERR in the module javadoc task
