Specify Locale in Case Functions

It would be nice to apply [this rule](https://wiki.sei.cmu.edu/confluence/display/java/STR02-J.+Specify+an+appropriate+locale+when+comparing+locale-dependent+data) to how Spring LDAP uses `toUpperCase` and `toLowerCase`, especially as it is a relatively easy and low-impact change.
