Changes in Toolset.json do not always update build flags

Is it reproducible with SwiftPM command-line tools: swift build, swift test, swift package etc?

• Confirmed reproduction steps with SwiftPM CLI. The description text must include reproduction steps with either of command-line SwiftPM commands, swift build, swift test, swift package etc.

I made a change to my flags in a toolset.json and even tried renaming the toolset file and couldn't get SwiftPM to re-read the file and update the flags passed to clang/swiftc/etc...
