- Explanation: Update links produced for diagnostic group documentation to point to the new location for rendered documentation on docs.swift.org.
- Scope: Only affects diagnostic printing.
- Original PRs: Point at diagnostic group documentation on docs.swift.org #80814
- Risk: Very low.
- Testing: CI
While here, document the GROUP macro appropriately.
