To avoid needing to go back and forth to the Best Practices index, this PR adds a link to the next page at the bottom of each Best Practice page. I just ordered them based on the way they are laid out in the index.

Thanks for adding this navigation. It's really useful for the best practices articles.

Note to mergers: let's try to prioritize merging this PR because we've received comments about how difficult is to read these articles now that the navigation links are gone. Thanks!
