Connect Agent to Control Plane

As a maintainer of NGF
I want NGF to connect to Agent in the data plane pod
So that I can later use that connection to make changes to the control plane.

Acceptance

• Agent reports via logs that it is connected to the data plane.
• The NGF control plane generates a log message that it is subscribed to the data plane's agent.
• When the data plane is scaled to multiple replicas, all agents in all scaled data planes will connect to the NGF control plane.
